11月外贸回升至4.1%：出口反弹，芯片与新能源车领衔

\u003cp\u003e12月8日，海关总署公布了11月进出口数据。2025年前11个月，我国货物贸易进出口总值41.21万亿元人民币，同比增长3.6%。其中，出口24.46万亿元，增长6.2%；进口16.75万亿元，增长0.2%。\u003c/p\u003e \u003cp\u003e\u003c!--AIPOS_0--\u003e11月份，我国货物贸易增速回升，进出口总值3.9万亿元，增长4.1%。其中，出口2.35万亿元，增长5.7%；进口1.55万亿元，增长1.7%。\u003c/p\u003e \u003cp\u003e东方金诚首席宏观分析师王青向21世纪经济报道记者表示，面对外部环境剧烈波动，今年我国出口韧性较强。\u003c/p\u003e \u003cp\u003e“我国对欧盟、‘一带一路’共建国家出口增速显著加快。当前对共建‘一带一路’国家出口已占我国整体出口的一半以上，前11个月累计出口增速达10.5%，明显高于5.4%的整体出口增速。另外，今年全球范围内AI投资大幅度增长，加之我国制造业转型升级效果明显，带动芯片、新能源汽车等出口持续快速增长，正在对整体出口形成重要支撑。”王青说。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e \u003cp\u003e具体来看，今年前11个月，我国与东盟贸易总值6.82万亿元，增长8.5%，占我国外贸总值的16.6%；我国与欧盟贸易总值5.37万亿元，增长5.4%，占我国外贸总值的13%；我国与美国贸易总值3.69万亿元，下降16.9%，占我外贸总值的8.9%。\u003c/p\u003e \u003cp\u003e近年来，我国与东盟的贸易合作不断深化。中国与东盟自2002年开启自贸区建设进程，2010年自贸区1.0版全面建成。自贸区建立后，双方对超过90%的产品实行零关税。中国对东盟平均关税从9.8%降到0.1%，东盟六个老成员国对中国的平均关税从12.8%降到0.6%。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e \u003cp\u003e王青表示，当前全球正在经历AI投资热潮，而在算力中心等AI投资中，对传统芯片仍占较大比例。行业数据显示，当前我国在传统制程中的全球产能占比在三分之一左右，而且在高端芯片领域也正在实现追赶。这是拉动集成电路乃至整体机电产品进出口同步较快增长的主要原因。\u003c!--AI_AD_1001--\u003e\u003c/p\u003e \u003cp\u003e另外，由于我国在新能源汽车领域实现弯道超车，具有较为明显的技术和成本优势，近期汽车出口持续处于高增状态。当前新质生产力领域较快发展，不仅成为外贸逆势增长的主要支撑点，也对整体经济增长发挥着重要拉动作用。\u003c/p\u003e \u003cp\u003e《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》（以下简称《建议》）提出，扩大高水平对外开放，推动贸易创新发展，促进外贸提质增效，加快建设贸易强国。\u003c/p\u003e \u003cp\u003e\u003c!--AIPOS_4--\u003e展望未来，王青预计，2026年外贸机遇与挑战并存。在各类政策充分发力下，2026年我国出口下行压力可控，外贸领域就业保持稳定。\u003c/p\u003e \u003cp\u003e稳外贸政策有可能在以下几个方面发力：一是支持企业出口转内销，主要是通过大力提振消费、增加有效投资需求等措施，着力扩大内需，帮助出口企业在线上和线下拓展国内销售渠道。\u003c/p\u003e \u003cp\u003e二是加大对出口企业的定向支持，重点是金融支持，对暂时遇到困难的企业不抽贷、不断贷，保障它们的合理融资需求；同时进一步扩大出口信用保险的承保规模和覆盖面，促进跨境电商发展。\u003c/p\u003e \u003cp\u003e三是进一步践行市场多元化战略。具体措施包括与更多经济体签订或升级双边、多边自贸协定，和更多国家商签互免签证等，帮助企业稳定、开拓海外市场。\u003c/p\u003e \u003cp\u003e对于《建议》提出的“扩大高水平对外开放，开拓合作共赢新局面”。王青认为，这意味着“十五五”期间将增强国内大循环，未来我国将更好利用国内国际两个市场、两种资源，通过国内和国际市场有效联通，改善经济增长中的全要素生产率。\u003c/p\u003e
